When I was in Shantou in Feb 2010, there was a new regulation to reduce the beginning fee (or whatever they call it) from 11.5 yuan to 5 yuan. And interesting, the situation is now the other way around - customer prefer to use meter measure, but not the drivers. It would be really difficult for Taxi to survive with that starting fee really.
